WORKSHOP ON TRANSIT ORIENTED DEVELOPMENT (TOD)

The National Capital Region Transport Corporation (NCRTC) – a joint venture company of Government of India and States of Delhi, Haryana, Rajasthan and Uttar Pradesh, is mandated for implementing the Regional Rapid Transit System (RRTS) across the National Capital Region (NCR) of India. The construction of first of the RRTS Corridors, i.e., Delhi – Ghaziabad – Meerut Corridor is in full swing with the priority section expected to be commissioned soon. This project with primary objective of decongesting the National Capital Region and thereby reducing vehicular congestion and air pollution, is also a reflection of the Government of India’s focus on public transport as an enabler of sustainable urban and regional transformation.
Transit Oriented Development (TOD) is a globally recognized paradigm to ensure sustainable urban development along transit corridors such as Metros and RRTS. Most States in India with upcoming or operational metro networks have come out with their respective TOD Policies, however, efforts to operationalize the policies are still at a nascent stage.
NCRTC, at the inception, recognised the critical role of TOD for major transit infrastructure projects like RRTS. Coordinated efforts are underway with urban planning and development agencies of the participating States to evolve and establish an enabling framework for operationalizing TOD along transit corridors.
In light of this, NCRTC is organizing a Workshop on Transit Oriented Development (TOD) on 21st and 22nd of July 2023. This workshop, led by NCRTC and the World Bank & Asian Development Bank as partners will focus on the successful TOD case studies from diverse global geographies as well as Panel Discussions deliberating on the way forward for TOD in India. The participants would include officials from State Governments, Development Authorities, Smart Cities, Transit Agencies, Multilateral Funding Institutions and research organizations. TOD practitioners from around the world are expected to share their knowledge regarding successful implementation of TOD projects in Hong Kong, Japan, Netherlands, Singapore, U.K., U.S., etc.

Mr. Hiroaki Suzuki, a former lead urban specialist of the World Bank, has more than 40 years of experience in infrastructure and public enterprise reform. He currently consults for World Bank, ADB, and UNOPS and has taught at the University of Tokyo and the National Graduate Institute for Policy Studies, Japan. … His expertise includes sustainable urban development, transport, and land use integration (TOD and land value capture), municipal finance, and public enterprise restructuring. During his 27-year tenure at the World Bank, he led innovative lending operations such as “India Coal Sector Rehabilitation,” “Tamil Nadu Urban Development Fund,” and “Shino-Singapore Tianjin Eco City.” His notable World Bank publications include “Eco2 Cities: Ecological Cities as Economic Cities,” “Transforming Cities with Transit,” and “Financing Transit-Oriented Development with Land Values.” He holds degrees from MIT’s Sloan School of Management, the University of Caen in France, and Yokohama City University. Shivanand is an advisor to the MoUD, Government of India on evolving planning and design guidelines for BRTS and scaling up of bus-based services in Indian cities. He is currently involved in facilitating technology adoption, operations, financing and capacity building for transitioning to electric public mobility in India.
