In order to enhance the connectivity within the National Capital Region, National Capital Region Planning Board (NCRPB), has proposed to connect the Urban, Industrial (SEZs/Industrial Parks), Regional and Sub-regional centres in the States of Delhi, Uttar Pradesh, Rajasthan and Haryana through a Regional Rapid Transit System (RRTS).
Regional Rapid Transit System (RRTS) is a rail based high-speed transit system with a design speed of 180 km/h and an average speed of 100 km/h. Once operational, it will be the fastest, most comfortable and safest mode of commuter transport in NCR. Such transport solution will support the goal of sustainable economic and social development of the region, with protection of the environment.
National Capital Region Transport Corporation (NCRTC), a Joint Venture Company of Govt. of India and participating State Govts. of Delhi, Haryana, Rajasthan and U.P. has been instituted with the mandate of implementation, operation and maintenance of RRTS. The RRTS System will reframe the urbanization pattern in the NCR towns and will redefine and trigger the economic activities.
The Detailed Project Report of Delhi-Meerut RRTS corridor identified land parcels along the transit corridor for implementation of Transit Oriented Development (TOD). In addition, certain Value Capture Finance (VCF) instruments are also identified to meet debt repayment bligations of the RRTS project during the operational phase, as per the guidelines laid out by the Ministry of Housing and Urban Affairs in its National Value Capture Policy Framework.
At this stage, NCRTC proposes to organise a day long workshop to apprise and update the stakeholders
(Ghaziabad Development Authority, Meerut Development Authority, National Capital Region Planning Board and other State Govt. Agencies) about various aspects of implementation of TOD and enforcement of VCF as successfully done by other cities and states across India & abroad with due consideration to the ground realities.

Jagan Shah is the Senior Infrastructure Advisor with the Department for International Development (DfID) of the Government of UK. He has 25 years of professional experience in the sector of urban development in India. Prior to DfID, from 2013 to 2019, he served as the Director of the National Institute of Urban Affairs (NIUA), Ministry of Housing and Urban Affairs, Government of India. In his capacity as the director of NIUA, he had been instrumental in commissioning breakthrough studies in India on Transit Oriented Development and Value Capture Finance among other subjects which serve as guiding documents for researchers in the field today. In the past, Mr. Shah has also served as Director of the Sushant School of Architecture and Chief Executive of Urban Space Consultants. He has provided consultancy in policy formulation, program implementation, spatial planning, heritage conservation, transportation and livelihoods development, for clients including the Infrastructure Development Finance Company, Delhi Integrated Multi-Modal Transport System, Jaipur Virasat Foundation, Sir Ratan Tata Trust and the India Foundation for the Arts. He is a Trustee of Clean Air Asia, an international NGO based in Manila.”
Gerald Ollivier is one of the two Lead Transport Specialists for the World Bank in India. He focuses on developing solutions to enhance urban mobility, achieve sustainable economic integration through multimodal transport, enhance rural connectivity and achieve safer transport to better serve the needs of India. He leads the Bank’s Community of Practice on Transit Oriented Development. Prior to India, he was Cluster Leader in the Singapore World Bank Hub. From 2010 to June 2018, he supported the development of metro lines and high-speed rail lines in China, as team leader for the World Bank. From 1995 to 2010, he focused on World Bank trade and transport projects in Europe and Central Asia. He is a civil engineer and a chartered financial analyst by qualification.
Ms. Uma Adusumilli, currently heads the Planning Division of MMRDA. She has been with MMRDA, an institution that has wide scope for Regional Planning & Development, Financing, Institution Building and Co-ordination for the last 15 years. Prior to MMRDA, she worked for 15 years as an Urban Planner with the City and Industrial Development Corporation of Maharashtra (CIDCO), the then new town planning and development agency, on the project of planning and development of the new town of Navi Mumbai. She has had a career spanning over 26 years across the spectrum of spatial planning with focus on housing, urban and regional planning. In addition to her career in the public sector, she has been involved in research, representing India in the International Comparative Research projects between 1995 and 2004 on housing for the low-income groups with emphasis on land supply, regulatory framework and partnerships.
Mr. Agrawal is currently working as the Director, Planning and Infrastructure Advisory with Knight Frank, India- where he heads the Profit Centre and provides technical inputs on consulting assignments, resource planning, project management and business strategy. He has been previously involved with Royal HaskoningDHV, where he served as Director – Planning & Strategy, responsible for leading the Profit Centre. Under CBUD Reforms, he was involved as Project Manager on VCF studies for smart cities of Kohima, Gangtok, Jaipur, Ajmer, Kota, and Udaipur. He was also involved in developing land monetization strategy of 63 Ha land parcel of DMRC at Mundka where TOD was applicable. Mr. Agrawal is an alumnus of Indian Institute of Technology Roorkee and School of Planning and Architecture Delhi.
Mr. Mohammed Athar is currently serving as Partner at PwC, where he is actively involved in successful implementation of several projects in the domain of Industrial Development, Urban Transport and Tourism, with key focus on Industrial Infrastructure, real estate and large PPP transactions in urban areas. His key areas of expertise include Organization restructuring, PPP project structure and project finance. He has also worked with Siemens in the railways and metro sector. Mr. Athar is a graduate from the Indian Institute Technology, Kharagpur, Indian Institute of Management Ahmedabad, Harvard Kennedy School of Government, and INSEAD Singapore where he has specialized in Management, Economics and Finance.

Mr. Siddharth Sinha is presently working as, a Young Professional with NITI Aayog, Govt. of India looking after Roads, Railway and Urban Transit projects in the Infrastructure Connectivity vertical. He has previously worked in Strategy Consulting practice of KPMG and has also advised the Government on Uzbekistan on policy issues. He is the Founder of the LSE South Asia Society and South Asia Development Conference, UK. Mr. Sinha is graduate in Public Administration from the London School of Economics with specialization in International Development and a Bachelor’s Degree in Electrical and Electronics Engineering.
Mr. Nitin Gokarn, is the Principal Secretary Housing and Urban Planning, Government of Uttar Pradesh, is an experienced bureaucrat with 30 years of experience working with the Government, public policy, administration, and industry in both the Government of Uttar Pradesh and the GoI. He has worked in the diverse domains including urban and rural planning, smart cities, roads and highways. He has played a key role in the implementation of the Delhi Ghaziabad Meerut RRTS as well as the metro projects in Lucknow, Agra and Kanpur.
Prior to his role as the Principal Secretary, he had been Divisional Commissioner Varanasi, CEO of the National Automotive Testing and R&D Infrastructure Project (NATRiP), Joint secretary in the Ministry of Road Transport and Highways, GoI and Director, JNNURM. Mr. Gokarn is an officer of the 1990 batch IAS of the Uttar Pradesh Cadre and an alumnus of IBS Hyderabad and IIM Bangalore.
Ms. Anita C. Meshram, the Divisional Commissioner of the Meerut Division is an officer of the 1996 Batch of the Indian Administrative Service. Prior to her role as the Divisional Commissioner, she had served the govt. of UP as Commissioner NCR, Secretary Child Development and Pustahar, Sec. Dept. of Culture, Secretary, Urban Development and District Magistrate in various districts of the State. Ms. Meshram is the nodal State Government official and has played a key role in implementation of the RRTS corridor as well as the study on VCF potential for the same.
